Gang: The Urban Savages, a group compromised mostly of white twenty-something men who claim to live in the ‘Concrete Jungle.’ Most went down a wrong path when they took up freeganism. Have been known to swarm citizens en masse to mug them for their lattes.

Known allies: Animals they liberate from labs and private zoos. Mostly monkeys, with (rare) large cats such as tigers.

Known hideouts: None. They change to a new one each night, like gorillas.

Threat level: Street level only. The Urban Savages have no ties to higher level dangers, or aspirations to become such. They’re dangerous, but not world-threateningly so.
